- The market
- The three islands are Dutch special municipalities with about 33,000 residents, so the local market is tiny and driven by tourism (diving and cruise visitors on Bonaire in particular). Almost everything on the shelf is imported, mainly through the Netherlands, the USA and neighbouring Curacao. Production is craft-scale: Bonaire has one known distillery making cactus liqueur, vodka, rum and whiskey-style spirits for visitors. No reliable market-size or brand-ranking data was found.
- Making spirits
- Distilling is on a very small craft scale; Bonaire's Cadushy Distillery is the only producer found. Rules follow the Caribbean Netherlands tax and licensing regime set by the Dutch state and the island governments; the Bonaire island ordinance sets sale hours (details under sale_restrictions). No ethanol programme.
- Importing
- Excise in the Caribbean Netherlands is set under the BES tax laws, separate from European Netherlands rates; the Dutch tax office lists 'other alcoholic products' at USD 12.85 per hl per vol% (for a 40% spirit about USD 5.14 per litre, calculated). Imports also carry the general expenditure tax (ABB) charged on customs value plus excise; the rate was not confirmed. Sint Eustatius and Saba are reported to levy no excise on alcohol for travellers.
- Sale restrictions
- On Bonaire liquor stores close 18:30-08:00; bars, hotels and restaurants close 03:00-06:30; vending machines banned; selling to under-18s is an offence under the Caribbean Netherlands Penal Code (source: TripBase summary, check island ordinance).
