The market
Baijiu is the most consumed spirit in the world; one source put sales at about 10.8 billion litres in 2018. Leading baijiu names include Kweichow Moutai, Wuliangye, Luzhou Laojiao, Fenjiu and Yanghe. Kweichow Moutai is state-controlled (Guizhou SASAC 60.82%) with 2024 revenue of about USD 24.2 billion. China Resources Snow is the best-selling beer with 21.7% share. WHO estimates recorded spirits at about 2.3 litres per capita in 2022.
Importing
Importers need an import licence and a food business permit that covers alcohol; foreign producers must register with GACC (rule in force since 1 January 2022). Labels must be in Chinese with a health warning. Taxes stack up: customs duty plus consumption tax (20% plus 0.912 yuan per litre, per two sources) plus 13% VAT, giving a total burden of about 50% of CIF value. Western spirits are a small niche next to baijiu.

About China

China is located in East Asia, bordering multiple countries across land and sea. Standard Chinese, based on Mandarin, is the official and most widely spoken language. The country is internationally recognized for its industrial manufacturing, extensive global trade networks, and large consumer market.

The spirits market

Spirits are legal in China and distributed through an open private retail market, though access is restricted to individuals aged 18 and older. Imports require licensed domestic corporate entities alongside overseas producer registration with GACC. Distilled spirits face a 10% MFN customs duty, 13% import VAT, and a compound consumption tax of 20% plus RMB 1.00 per litre. While local production centers on baijiu, strong opportunities exist for exporters of imported single malt whisky, premium gin, and boutique spirits.
