State monopoly
Departmental (regional government) revenue monopoly over aguardiente production and sale, run by departmental distillers such as Fabrica de Licores de Antioquia and Empresa de Licores de Cundinamarca. Law 1816 of 2016 required 10-year permits to sell a brand in another department; in early 2025 the Constitutional Court struck down the departmental market monopoly and the permit barrier (taxes still belong to departments).
The market
Aguardiente is the most popular spirit in the Andean regions, while rum is preferred on the Caribbean coast. Beer is led by Bavaria (AB InBev). Per capita consumption of spirits was about 0.65 litres pure alcohol in 2022 (WHO recorded).
Importing
Not verified in detail. Liquor consumption taxes belong to the departments, not the national government, and in early 2025 the Constitutional Court struck down the departmental monopoly on aguardiente, so departments can no longer block other regions' brands (Portafolio). Importers deal with DIAN for customs and INVIMA for product registration; tariff and consumption-tax rates were not confirmed.

About Colombia

Colombia is located in northwestern South America, bordered by both the Pacific Ocean and the Caribbean Sea. Spanish is the nation's official and primary language. The economy is traditionally recognized for its production of agricultural commodities like coffee and cut flowers, alongside petroleum, emerald mining, and manufacturing.

The spirits market

Alcohol is legal for adults aged 18, with local producers making aguardiente, rum, gin, whisky, and neutral spirits. Importers require DIAN customs registration, an INVIMA sanitary registration, and departmental introduction permits to distribute through private retailers and hospitality venues. Imports face a 15% MFN tariff—reduced to 0% under major FTAs—plus 5% VAT and departmental consumption taxes. Accelerated InvimÁgil sanitary processing and the elimination of departmental trade barriers offer clear opportunities for foreign whisky, rum, gin, and agave spirits.
