- The market
- WHO puts total consumption near 8 litres of pure alcohol per adult (2022). Taxation is moving against imports: the 2026 amended finance law (article 250) sets excise on locally brewed beer at 22% plus 60 FCFA per litre but on imported wine at 32% plus 1,750 FCFA per litre and on champagne at 32% plus 2,250 FCFA per litre (Gabonreview, 20 July 2026). An importer quoted in 2020 said wine and spirits sales fell 25-45% in the two years after the 2018 excise rise, and cafes and restaurants earn over 40% of turnover from beer, wine and spirits (Gabonreview, 15 July 2020). The spirits excise rate under the 2026 law was not found.
- Importing
- Imports of spirits come mainly from the UK, France and Italy (UN Comtrade, 2023). Excise on imported wine and champagne has a high ad valorem plus per-litre structure; the spirits rate and the CEMAC customs duty on HS 2208 were not verified.

About Gabon
Gabon is located on the Atlantic coast of Central Africa along the equator. French is the official language, alongside several indigenous languages. The national economy is primarily driven by natural resources, particularly petroleum extraction, timber production, and manganese mining.
The spirits market
Alcohol is legal for adults aged 18 and older, with distribution permitted through licensed retailers and on-premise venues outside mandatory school buffer zones. Registered commercial entities handle imports, which face a 30% import duty, 18% VAT, and a 30% excise duty plus XAF 500 per litre on spirits exceeding 12% ABV. Local facilities produce spirit coolers, ready-to-drink mixes, gin, pastis, rum, and liqueurs. Durable demand for Scotch whisky, French cognac, and brand-name vodkas provides opportunities for exporters partnering with Libreville importers.
