The market
WHO puts Hungarian consumption near 11.5 litres of pure alcohol per adult (2022), with beer, wine and spirits almost equal in recorded terms (2016). Palinka must be made from fruit grown, distilled and bottled in Hungary under Law LXXIII of 2008, and eight regional variants have their own protected designations; since 2010 home fermenters may have a registered distiller make their mash into palinka (Wikipedia). Unicum (Zwack) is regarded as one of the national drinks.
Making spirits
Commercial palinka is distilled at registered distilleries; palinka law is Law LXXIII of 2008 (EU PDO since 2004 with regional PDOs) (Wikipedia, Palinka).
Importing
Hungary applies the EU Common External Tariff to spirits from outside the EU (HS 2208 lines were at or near 0% ad valorem in the 2023 WITS data already in this file), then national excise on ethyl alcohol, per hectolitre of pure alcohol (see excise_spirits), and national VAT. About Hungary

Hungary is a landlocked country located in Central Europe. Its official language is Hungarian. The economy is primarily known for automotive manufacturing, electronics production, pharmaceuticals, and agriculture.

The spirits market

Alcohol is legal in Hungary, with retail distribution handled by private stores, hospitality venues, and state-concession tobacco shops. Spirits are subject to a 27% VAT and a base excise rate of HUF 565,840 per hectolitre of pure alcohol, though EU customs duties are typically 0%. Domestic producers primarily make pálinka, gin, liqueurs, and fruit spirits. Exporters of premium craft gins, aged rums, and single-malt whiskies find opportunity by partnering with distributors holding excise warehouse authorization.
