The market
Latvia has one of the highest alcohol intakes in this batch: WHO puts total consumption at about 14.2 litres of pure alcohol per adult (2024, three-year average). Latvijas Balzams, listed on the Nasdaq Baltic exchange, is the best-known local producer. UN Comtrade shows HS 2208 imports of about USD 373 million and exports of about USD 516 million in 2024; exports go mainly to Russia, Ukraine, Kazakhstan and Lithuania, and imports come through the Netherlands, Ireland, France and Estonia, which points to heavy re-export and bonded trade.
Importing
Latvia applies the EU Common External Tariff to spirits from outside the EU (HS 2208 lines were at or near 0% ad valorem in the 2023 WITS data already in this file), then national excise on ethyl alcohol, per hectolitre of pure alcohol (see excise_spirits), and national VAT. Spirits from other EU members move under excise-suspension arrangements and are taxed at the destination rate.

About Latvia

Latvia is a Northern European country located in the Baltic region along the Baltic Sea. The official language is Latvian, with Russian also widely spoken across the population. Its economy is known for transit and logistics, timber and wood processing, agriculture, and manufacturing.

The spirits market

Alcohol is legal for adults aged 18 and sold through private licensed retailers without a state monopoly. Commercial importers holding State Revenue Service permits access a 0% customs duty on most spirits, facing 21% VAT and an excise duty of EUR 2,084 per 100 litres of absolute alcohol. Local manufacturers produce gin, apple brandy, vodka, herbal bitters, and fruit distillates. Demand for imported whiskies, rum, gin, and premium spirits presents clear opportunities, despite strict marketing bans and scheduled excise rises.
