The market
Lithuania has high alcohol intake: WHO estimates about 11.2 litres of pure alcohol per adult (2024, three-year average). Beer is the most common drink and has long brewing traditions (Wikipedia). The state has tightened controls on sale age and availability in recent years. UN Comtrade shows HS 2208 imports of about USD 131 million and exports of about USD 101 million in 2024; imports come mainly via Latvia, France and Estonia and exports go to Russia, Poland, Ukraine and Latvia.
Importing
Lithuania applies the EU Common External Tariff to spirits from outside the EU (HS 2208 lines were at or near 0% ad valorem in the 2023 WITS data already in this file), then national excise on ethyl alcohol, per hectolitre of pure alcohol (see excise_spirits), and national VAT. Spirits from other EU members move under excise-suspension arrangements and are taxed at the destination rate.

About Lithuania

Lithuania is located in northeastern Europe along the eastern shore of the Baltic Sea. The official language is Lithuanian. The country is known for manufacturing, agricultural production, logistics, and technology sectors.

The spirits market

Alcohol sales are legal in Lithuania, with importation managed by licensed entities registered with NTAKD and tax authorities. Local distillers actively produce gin, vodka, liqueurs, whisky, and brandy. Major imported spirit categories enter duty-free, but all products face 21% VAT alongside an excise duty of EUR 3,130 per hectolitre of pure alcohol. Steady demand for premium whiskies, craft gins, and aged rums provides opportunities for foreign exporters partnering with licensed local importers.
