The market
Beer is the main alcoholic drink, led by THB, brewed by Brasseries STAR (owned by Castel since 2011). Madagascar brewed about 1.36 million hectolitres of beer in 2022 (L'Express de Madagascar, Oct 2025). Local aged and flavoured rums such as Dzama sit at the premium end, while much spirit drinking is of cheap or home-made cane spirit. Imported spirits are a small niche: declared HS 2208 imports were only about USD 1.2 million in 2024. A bill to legalise and regulate artisanal toaka gasy passed the National Assembly in May 2025 and was awaiting the Senate.
Making spirits
Rum is made from sugarcane or molasses; beer from imported and local grain. Artisanal toaka gasy production is mostly clandestine; the pending bill would require producers to declare activity, disclose composition, and cap strength at 44 degrees, with penalties of three months to two years in prison.
Importing
Alcohol is subject to excise on top of customs duty and VAT. A June 2024 draft amending finance law proposed a further 100 ariary per litre excise on alcoholic drinks; the excise table was reported to run up to 260% (adoption not confirmed).

About Madagascar

Madagascar is an island nation situated in the Indian Ocean off the southeastern coast of Africa. Its official languages are Malagasy and French. The economy is largely known for agriculture, particularly the production of vanilla and spices, alongside mining and textiles.

The spirits market

Alcohol is legal in Madagascar, though commercial importation is restricted to approved manufacturers and licensed Category 1 wholesalers. Spirits face heavy cumulative taxation, including a 20% customs duty, a 0.5% inspection fee, excise duties between 50% and 260%, and 20% VAT. Local producers primarily manufacture rum, liqueurs, eau-de-vie de vin, and vodka. Niche opportunities exist for exporters of premium whiskies and cognacs targeting urban and hospitality venues through licensed wholesale partners.
