No monopoly found. Production is licensed: in 2012 about 15 large and medium liquor factories were registered with the Department of Industry (10 operating), and the cabinet had frozen new factory licences since October 2011 (reported 2012).
The market
Spirits are about 71% of consumption (WHO 2019). Nepal Distilleries (Khukri Rum, launched 1959) claims over 80% of the domestic rum market. Declared HS 2208 imports were about USD 21.6 million in 2021, nearly three quarters from the UK, followed by India and the US.
Importing
Imports are subject to customs duty and excise that the government raises almost every year, which cut imported alcohol to Rs 3.42bn in the first two months of FY 2019-20 from Rs 4.10bn a year earlier (Himalayan Times, Oct 2019). Customs duty, excise and VAT rates on HS 2208 were not found in the sources read.

Alcohol is legal in Nepal, with imports handled by registered commercial entities holding an EXIM Code and an excise license for distribution through private licensed wholesalers and retailers. Domestic producers manufacture country liquor, whisky, potable spirits, vodka, blended spirits, and gin. Imports face customs duties of 80% to 100%, specific per-litre excise duties, and 13% VAT. Despite heavy taxes and a ban on advertising, sustained demand exists for premium imported Scotch whiskies, single malts, and brandies.
