About Norway

Norway is located in Northern Europe across the western Scandinavian Peninsula. The official language is Norwegian. Its economy is widely recognized for its maritime industries, seafood exports, and abundant energy resources.

The spirits market

Alcohol is legal in Norway, though municipalities can restrict licences and Svalbard enforces quota systems. Only registered wholesalers may import spirits at 0% customs duty, while the state monopoly Vinmonopolet exclusively handles off-premise retail above 4.7% ABV. The tax burden includes 25% VAT and an excise duty of NOK 9.23 per litre per percent ABV. Local producers focus on gin, aquavit, and whisky, while foreign distillers can access the market by partnering with licensed wholesalers for Vinmonopolet tenders.
