The market
Singapore is an import-dependent consumer market and a regional re-export hub: HS 220890 imports were about USD 214.5m in 2023 (USD 200.9m in 2022) and exports USD 227.3m in 2023, with domestic distilling only at small craft scale. Demand sits in modern retail, bars, hotels and restaurants, and airport travel retail, and pricing is driven by excise and GST rather than tariffs. Whisky, gin, vodka, rum, cognac, tequila and liqueurs are the main imported categories (Tridge, 2026 overview; HS 220890 only, so total HS 2208 trade is higher).
Importing
Liquor is dutiable per litre of alcohol (duty = litres x rate x strength); a retailer's 2021 guide puts spirits at SGD 88 per litre of alcohol, and GST applies on top (7% in that guide; 9% from 2024 per DHL, confirm current). Customs duty itself applies only to stout, porter, ale and samsu; other liquor is charged excise. Check the current list of dutiable goods on the Singapore Customs site before quoting rates.

About Singapore

Singapore is an island country located in Southeast Asia. Its main languages are English, Malay, Mandarin, and Tamil. The nation's economy is widely known as a global financial, shipping, and trade hub.

The spirits market

Alcohol is legal for adults aged 18, though sales hours are restricted and dry areas exist for public consumption. Registered businesses import spirits with zero customs duty, though shipments incur an excise duty of S$88.00 per litre of pure alcohol plus 9% GST. Domestic distillers produce gin, whisky, vodka, liqueurs, rum, and samsu. Acting as a regional trade hub, Singapore offers opportunities for exporters of premium aged single malt whiskies, boutique rums, and artisanal gins.
