State monopoly
Systembolaget: state retail monopoly on beverages above 3.5% ABV (about 452 stores in 2024; closed Sundays and public holidays; weekday hours to 20:00, Saturday to 15:00). Exceptions: restaurant service, private import, duty free and, since 2022, limited producer sales at informative events.
The market
Retail sales of alcohol above 3.5% ABV go through the state monopoly Systembolaget, which sold over 23.5 million litres of spirits in 2024 and handled 561.3 million litres of alcohol worth SEK 39.4 billion in total (about 80% of the market per Business France). Sweden is also a major spirits exporter (about EUR 493 million in 2024) built on vodka, gin and whisky, with craft and local-origin spirits and low/no-alcohol drinks growing.
Importing
Importers are the only parties that can answer Systembolaget tenders; listing routes are permanent, temporary, exclusive and special order. Alcohol excise was SEK 526.97 per litre of pure alcohol in 2024 and VAT is 25%. EU rules apply to most products.
Advertising
Systembolaget marketing may promote only the company, not individual products (per Wikipedia); other advertising rules not retrieved.
Sale restrictions
Spirits only through Systembolaget stores/online delivery (not Sundays/holidays) or licensed on-trade; see monopoly entry.

About Sweden

Sweden is a Nordic country located in Northern Europe on the Scandinavian Peninsula. The official language is Swedish. Its advanced export-oriented economy is well known for engineering, technology, innovation, and forestry.

The spirits market

Alcohol is legal, but off-premise retail sales above 3.5% ABV are restricted to the state monopoly, Systembolaget, while commercial imports require approved warehouse keeper or registered consignee status. Standard spirits face 0% customs duty, alongside a 25% VAT and an excise duty of SEK 526.97 per litre of pure alcohol. Domestic producers primarily make gin, akvavit, whisky, and vodka. Foreign distillers can enter the market through licensed importers via Systembolaget tenders, its online ordering catalogue, or the deregulated on-premise hospitality sector.
