The market
Vietnam is a high-consumption market: 9.3 litres of pure alcohol per person in 2019 (WHO via OWID, includes unrecorded), mostly beer and traditional rice spirits. Formal spirits imports were only about USD 34m in 2023 (UN Comtrade, HS 2208), led by UK-origin whisky and Korean soju, so most volume is local.
Importing
A 2014 market report put the tariff on imported wine and spirits at 45% (cut from 48% in May 2013); the current rate and the special consumption tax on spirits were not verified. Alcohol trading is licensed under Vietnamese alcohol-trading rules the report calls stringent.

About Vietnam

Vietnam is located in Southeast Asia, bordering China, Laos, and Cambodia along the South China Sea. Vietnamese is the primary and official language spoken across the country. Its dynamic economy is widely known for manufacturing, agricultural production, and global trade.

The spirits market

Alcohol is legal in Vietnam for adults aged 18, with imports permitted under an Alcohol Distribution License and retail handled by licensed private operators. Domestic distillers produce vodka, gin, rum, whisky, liqueurs, and herbal steeped spirits. Imports face a 45% MFN duty—transitioning to 0% under FTAs—plus a 65% Special Consumption Tax on spirits at or above 20% ABV and 10% VAT. Tariff reductions present clear opportunities for premium spirits and single malts, despite strict zero-tolerance drink-driving enforcement and upcoming excise tax increases.
