The market
Ireland is a high-income market where beer, wine and spirits are sold through pubs, supermarkets and off-licences. Irish whiskey is the export story: exports passed EUR 1 billion in 2024 and roughly 90% of output is sold abroad, to 113 markets, with the United States the largest buyer. About 50 distilleries were operating on the island of Ireland in March 2025, many new craft or multinational-owned. Domestic shelves carry local whiskey alongside imported vodka, gin, rum and liqueurs. Health policy is tightening: minimum unit pricing has applied since January 2022, and mandatory health-warning labels were deferred from 22 May 2026 to 3 September 2028.
Making spirits
About 50 operational distilleries on the island of Ireland as of March 2025 (Irish Whiskey Association count quoted by Wikipedia), many recent and not yet selling their own aged whiskey. Production and storage fall under Revenue excise controls.
Importing
Ireland is in the EU customs union and single market, so third-country spirits pay the EU external tariff plus Irish excise of EUR 42.57 per litre of alcohol in spirits (Revenue page published 5 December 2025). VAT rate and tariff line not verified.
Advertising
Public Health (Alcohol) Act 2018: advertising and sponsorship limits in force since November 2021 and broadcast time limits since January 2025; risk-warning rules (ss.13, 18) not yet commenced.
Sale restrictions
Sale needs a court-granted on-licence or off-licence; alcohol must be structurally separated from other groceries in shops (since November 2020). The Sale of Alcohol Bill to replace the licensing laws had not been introduced as of April 2025.

About Ireland

Ireland is an island nation located in north-western Europe. Its official languages are Irish and English, with English predominating in daily life and business. The country is globally recognized for its open economy centered on technology, pharmaceuticals, finance, and agriculture.

The spirits market

Alcohol is legal with no dry areas, and sales operate through private licensed retailers without a state monopoly. Registered commercial entities holding an EORI number can import spirits at 0% MFN customs duty for major categories. However, imports face heavy taxation, including a 23% VAT and an excise rate of €42.57 per litre of pure alcohol. While domestic distillers produce whiskey, gin, and poitín, demand remains strong for imported super-premium tequila, rum, and American whiskey.
