The market
Luxembourg has one of the highest per-capita consumption figures in this batch (WHO: about 11.4 litres of pure alcohol per adult, 2024 three-year average), partly because shoppers from neighbouring countries buy there. UN Comtrade shows HS 2208 imports of about USD 196 million and exports of about USD 60 million in 2024, with Belgium, France, the UK and Italy the main suppliers. Local production is dominated by Moselle wine and beer.
Importing
Luxembourg applies the EU Common External Tariff to spirits from outside the EU (HS 2208 lines were at or near 0% ad valorem in the 2023 WITS data already in this file), then national excise on ethyl alcohol, per hectolitre of pure alcohol (see excise_spirits), and national VAT. Spirits from other EU members move under excise-suspension arrangements and are taxed at the destination rate.

About Luxembourg

Luxembourg is a landlocked country in Western Europe, bordered by Belgium, France, and Germany. Its official languages are Luxembourgish, French, and German. The nation's economy is widely recognized as a major international financial and banking center.

The spirits market

Alcohol is legal in Luxembourg, operating without a state monopoly or dry areas, with a 0% customs duty on most spirits for registered businesses holding an EORI and excise authorization. Commercial sales incur a 17% standard VAT and an excise duty of €1,041.07 per hectolitre of pure alcohol, with reduced rates for small distilleries. Domestic producers focus primarily on fruit brandies, liqueurs, marc, and gin. Strong demand from a multilingual expatriate population provides opportunities for exporters of super-premium and craft spirits.
