The market
A mature, shrinking home market: spirits consumption fell 2.6% in pure alcohol in 2024, and supermarket volumes fell 3.8% to 247m litres (EUR 4.9bn, -3.6%). Whisky is about a third of spirits drunk and aniseed spirits (pastis) are second; vodka reached 28% of spirits volume in 2025. Older shoppers dominate spend (60+ about a quarter), moderation and no/low are growing (12.5% of spirits revenue in 2024), and cocktails and premium products are the growth areas. France is a bigger exporter than consumer: spirits exports were EUR 3.7bn in 2025, down 17% (US down 21%).
Importing
France is an EU member: goods enter under the EU common external tariff, then excise (EU minimum EUR 550 per hectolitre of pure alcohol for spirits, France applies its own higher national rate) and VAT apply; excise-suspended movement needs an authorised warehouse-keeper. Supermarkets and hypermarkets account for about three quarters of retail spirits volume, so listings there are the main route for imported brands.

About France

France is situated in Western Europe, with French as its official language. The nation is known for its diverse economy, particularly its agriculture, luxury manufacturing, tourism, and aerospace industries.

The spirits market

Spirits are legal and distributed via private retail channels, allowing EU businesses with an EORI number to import commercial spirits duty-free. Taxation is significant, featuring a 20% VAT and combined excise and social charges reaching €2,552.89/hlap in 2026 for spirits above 18% ABV. Domestic producers heavily supply gin, liqueurs, cognac, whisky, pommeau, and eau-de-vie. Strong commercial opportunities exist for exporters of single malt whiskies, agave spirits, and premium craft spirits.
