The market
Mexico is the global home of tequila and mezcal and a leading beer exporter (sources conflict on rank). Beer is about 85% of consumption (WHO 2019). Two groups, Grupo Modelo (AB InBev) and Cerveceria Cuauhtemoc Moctezuma (Heineken), control about 90% of beer. Tequila sales are driven by exports to the US; in 2024 international sales from the municipality of Tequila alone were about USD 572 million. Declared HS 2208 exports were about USD 4.2 billion in 2024 (USD 3.6 billion to the US), versus USD 284 million of imports.
Making spirits
Tequila must be made from blue agave in Jalisco and listed municipalities of Guanajuato, Michoacan, Nayarit and Tamaulipas, to NOM-006-SCFI-2012, certified by the Consejo Regulador del Tequila (CRT); 35-55% ABV, mixtos at least 51% agave. Mezcal follows NOM-070-SCFI-1994 under COMERCAM, with three categories (mezcal, artisanal, ancestral); Oaxaca holds 570 of 625 production facilities (Wikipedia, undated). Mezcal output was 7.1 million litres in 2019.
Importing
Per a customs-broker guide, spirits attract a 20% tariff (0% under free trade agreements such as USMCA), IEPS excise of 53% for drinks above 20% ABV (26.5% up to 14% ABV, 30% for 14-20%), plus VAT. Products need COFEPRIS health registration, labels meeting NOM-142-SSA1 and NOM-199-SCFI, and SAT tax stamps (marbetes) on each container.

About Mexico

Mexico is located in southern North America, bordered by the United States to the north and Central America to the south. Spanish is the country's primary language. Its economy is well known for manufacturing, agriculture, petroleum production, and international trade.

The spirits market

Alcohol is legal in Mexico for adults aged 18 and distributed through private retailers, though periodically restricted by local dry laws. Commercial imports require registration with SAT and enrollment in the Specific Sector Registry. Distilled spirits face a 53% IEPS excise tax and 16% IVA, alongside a 20% MFN tariff that drops to 0% under trade agreements like USMCA. Domestic production centers on tequila, mezcal, and liqueurs, while rising demand for imported whiskies, gin, and Cognac offers strong opportunities for suppliers.
