Overview

Exporting distilled spirits to Africa presents a diverse regulatory landscape, ranging from zero-tariff trade blocs to strict import prohibitions. While several nations impose steep duties or outright bans, regional customs unions provide structured common external tariffs across multiple markets.

  • Commercial spirits imports face full prohibitions in Libya, Mauritania, and Somalia, while countries such as Egypt, Sudan, and Comoros enforce partial prohibitions or diplomatic-only import exemptions.
  • Egypt imposes the continent's highest tariff at 3000% ad valorem, whereas Mauritius levies 0% customs duty, relying instead on specific excise taxes.
  • In Central Africa, CEMAC members Cameroon, Central African Republic, Chad, Congo, Equatorial Guinea, and Gabon align on a uniform 30% Common External Tariff on CIF value.
  • West African ECOWAS nations like Benin, Burkina Faso, and Mali apply a 20% common customs duty, though Côte d'Ivoire and Nigeria impose higher tariffs up to 35% or 50%.
  • Under the EAC Common External Tariff, Burundi, Kenya, Rwanda, Tanzania, and Uganda charge standard ad valorem duties ranging from 25% to 35% on CIF spirits imports.
  • Within SACU, members Botswana, Lesotho, Namibia, Eswatini, and South Africa permit duty-free trade (0%) on originating spirits, while assessing common external tariffs on non-member imports.
  • Commercial licensing rules vary: Madagascar restricts imports exclusively to approved bottlers and wholesalers, while Algeria requires an explicit import agrément alongside commercial register accreditation.
